The First Ever Dynamic Smart City Index: citiesabc indexDNA Framework for Smart Cities Whitepaper Produced with citiesabc and openbusinesscouncil will be officially released at the openbusinesscouncil summit.

indexDNA Framework for Smart Cities is the name given to the smart city index developed by citiesabc in collaboration with the University of Durham. It captures the complex relationship between citizens, industry, policymaking and society.

“Cities are estimated to generate 80% of all economic growth and produce approximately 72% of all greenhouse gas emissions, despite covering only 3% of the land (UN). Urban city regions account for more than 50% of the total global population and is expected to be around 70% by 2050 (United Nations). This unprecedented movement towards urbanisation is growing at an exponential rate and is projected to be as high as 90% in some countries – notably in Asia and Africa – by 2050 (UN). Governments have been reactive to this migration trend and are experimenting with emerging and established technologies to provide services and solutions to this new wave [of] urbanisation. Many cities are taking proactive steps to make their cities ‘digitised’ or ‘smarter’. Such initiatives are called ‘smart city’ initiatives and are primarily focused on using a collection of technologies to provide timely and effective services to citizens.” (Professor Kiran Fernandes)

Despite the proliferation of smart city indexes emerging in response to the growing challenges of urbanisation, none so far have managed to rise above a static approach. The indexDNA Framework for Smart Cities whitepaper provides a comprehensive overview of a new, dynamic framework, based on the Quadruple Helix Innovation model.

The index is data-driven and gives a holistic view of a smart city on several dimensions like the economy, mobility, education, environment, governance and quality of life. indexDNA Framework for Smart Cities serves several purposes, from benchmarking cities to developing effective policies for transition to Society 5.0.

This report is a piece of academic literature which details the research and elaboration process behind the index, explaining how different metrics and data are applied to create an index which reflects real-time smart city development through advanced analytics. Diagrams are used to illustrate the multidirectional feedback systems that exist between key stakeholders, and the interactions between each layer of the indexDNA Framework for Smart Cities.

“We realised that smart city indexes operated within a static framework, making the results unreliable and in constant need of updates. Our approach is a dynamic one, identifying smart cities as human-centric and analysing the multidirectional feedback systems between the different pillars that make up a smart city. We are thrilled to have collaborated with the Centre for Innovation and Technology Management at the Durham University Business School, whose academic insights and deep research were crucial to creating our indexDNA. The report encourages readers to understand the smart city concept as human-centric rather than technology-centric; technology is not the root source of a smart city’s intelligence, but rather an enabler for it. The report also emphasises the importance of using smart technologies to integrate cyberspace and physical space. Finally, the report intends for readers to view the co-evolving core of the indexDNA framework as important to any smart city indexing activity, as it shows the importance of the citizen as well as the citizen’s relationship to the smart service systems.

Scott Edward Parazynski – Physician | former NASA astronaut

Scott is an American physician and a former NASA astronaut. A veteran of five Space Shuttle flights and seven spacewalks, Parazynski’s latest mission was STS-120 in October, 2007 – highlighted by a dramatic, unplanned EVA to repair a live solar array. arazynski said he wanted to build a company based on what he’d learned as an astronaut, from collaborating with colleagues around the world to training and designing things in virtual reality. Eric Ma is the CEO of BTCU. Eric studied a major in Landscape architecture in the University of Winscouncil. In this position he got his project management capacities and foundations of working with teams and strategy. After this experience he worked in human resources and managed a big network of education in a major group out of Taiwan.

Between 2018-2019 Eric became Community Manager for CoinMarketCap – the world’s leading platform source for crypto market capitalizations, pricing and information. Eric later took the role as the CEO Bione, a world leading cryptocurrency exchange for global digital asset professionals and enthusiasts, was established in May 2018 in Singapore. In 2020, he was approached by BTCU to become the CEO of the company.

The openbusinesscouncil summit has come to an end after 2 days full of panels, experts and inspiring insights on the role of 4IR and frontier technologies in the world of tomorrow. In total, there were 19 panels, featuring 77 speakers, from which there were 4 ministers, 13 governmental representatives, and 25 top industry media influencers.

Day 2 followed up on the success of the first session, scaling things up as government representatives took the stage. The initial 2 panels put together 3 top government officials: Japanese Minister Naokazu Takemoto; Tina Jabeen, CEO and Managing Director Startup Bangladesh Limited ICT Division and Oleksandr Bornyakov, Deputy Minister of Digital Transformation for IT Development Ukraine; and 2 heads of startup accelerators, Luisa Rubio Arribas, Head of Wayra X (Telefonica’s startup wing) and Kieu My (Kimiko) Doan, Vietnam Digital Transformational Leader. All 5 panellists, moderated by Visionary Tech Leader Eric van der Kleij, explored the needed collaborations between decision-makers and business ecosystems to thrive in a hypercompetitive and disruptive environment.

Some of the highlights of “The Global Governmental, Business and Startup Tech Landscape Post Covid – Challenges and Opportunities” panel are:

Japanese Minister Naokazu Takemoto: “We are now developing the new Moonshot Research and Development Program that aims to create disruptive innovations from Japan and promotes challenging R&D based on revolutionary concepts that are not simply the extension of existing technologies, i.e. moonshots. The Moonshot Research and Development (R&D) Program aims to solve various difficult issues in today’s society, such as the declining birthrate, ageing population, large‐scale natural disasters, global warming and many others. Japan will promote international R&D cooperation to solve these issues. By aggressively promoting challenging R&D rather than improving conventional technologies, the Cabinet Office of the Japanese Government and other relevant ministries will facilitate disruptive innovation through enhancing researchers’ trials and errors.”

Tina Jabeen, CEO and Managing Director Startup Bangladesh Limited ICT Division: “The Government of Bangladesh is working on an extremely ambitious program based on technology. Because technology is the way to go if we want to transform our society if we want to bring large scale impact and to achieve the 2030 SDGs. So with that in mind technology has been incorporated into all our national plans. We have two very interesting projects: the Bangladesh Hi-tech Park Authority, which is a government agency dedicated to establish, manage and operate all 39 and growing technology business parks throughout the country. The second one is fostering the Startup Bangladesh ecosystem. We know that startups are agile, flexible and bring innovation. That is why Startup Bangladesh was created in the beginning and that is what we are focusing on right now.

Across the 8 panels, speakers had the chance to explore solutions, challenges and opportunities in different sectors but all linked together by disruptive innovation. Overall, the tone was optimistic and panellists focused on creating a positive narrative based on the ethical development of technology.

Marc Buckley | ALOHAS Resilience Foundation, SDG Advocate, Expert for WEF, and Global Food Reformist I Berlin School for Sustainable Futures University of Applied Sciences Professor – about education: “We need to include future thinking and emerging technologies in education systems worldwide. We need to embrace tech to understand better how we can move forward ethically and sustainably. COVID-19 was a pivotal moment in recent education history and showed the gap in technology adoption in education. It was also an accelerator for tech adoption. We are all citizens of this global world and we need to go all together to make sure the future is better than the world right now. Neoliberalism has expired already.”

Jaewon Peter Chun | President World Smart City Forum about building smart cities: “When you build a smart city, you need to think about who is going to benefit from this new infrastructure and technologies. There are cities that don’t have many people living there but they are important transportation hubs or a touristic destination. So the question is what specific technologies, solutions do you need to implement for the needs of your city? These are the questions that not all the cities ask to themselves but are key to the effectiveness of smart city-related technologies.”

The event ran through to 6 pm GMT, being live-streamed from 5 different channels including YouTube, Facebook and Periscope, all 37+ speakers shared their insights about how 4IR and frontier tech is transforming the world as we know it in these times of COVID-19 uncertainties.

Tony Horrell, Chairman and CEO at Cranium Ventures, at the panel ‘Global Regulatory Government and Business – Fintech Ecosystem’: “What we are seeing now in the payment space is the perfect storm. We have a highly complex environment but regulation is not touching the right points. Here in Malaysia, for example, we have many different regulatory bodies and financial players that don’t talk to each other. What we need to build is an interoperable and a holistic framework that takes into account crypto payments, digital payments, fiat payments, etc and all players involved.”

Dr. Kiran Fernandes, Professor and Associate Dean Durham University UK at the panel ‘4IR: How Cities & Businesses can transform their infrastructure & supply chain with Society 5.0 AI Blockchain Sustainability frameworks?’: “We need to create a system that works bringing together the so-called triple helix: academia, industry and government. That is the only way to reach what Society 5.0 is meant to provide .”

The star panel ‘Technology, Blockchain, AI, Automation. What is the future?’ was the brochure to a packed day full of insights and solutions.
